Mrs. Jane Mubanga Chinkusu is Director, Science and Technology at the Ministry of Higher Education. She holds a Master of Science in Water Environment Resource Management from the International Institute of Infrastructural Hydraulic and Environment engineering in the Netherlands, A Bachelor of Science Degree in Natural Science, Chemistry and a post graduate Diploma in Limnology from the Institute of Limnology Austrian Academy of Science in Austria. She holds a Post graduate certificate in Innovations Policy Development and Certificate in Result Oriented Management.

Before joining the ministry, Mrs. Chinkusu worked in Private Sector at Parmalat as a Laboratory analyst and in Academia at the Technology Development and Advisory Unit of the University of Zambia. She has served on various Management Boards, locally, such as Northern Technical College, Radiation Protection Authority, National Biosafety Authority. Regionally, she has served on Boards such as the Southern Africa Innovation support Programme, Southern Africa Science Service Centre for Climate change and adaptive Land Management where she is the current chairperson. She has been effectively coordinating the International Atomic Energy Agency Technical Cooperation Programme for Zambia for the past ten years She is a mentor and promotes women in science, technology and innovation and currently promoting Science, Technical, Engineering and Mathematics (STEM) education in Zambia with the STEM Foundation.
